Gentlemen

This refers to the inspection conducted by Messrs. Sutton and

Key of this office on November 19-21, 1975, of activities at

Davis-Besse Nuclear Power Station Unit I authorized by NRC

Construction Permit No. CPPR-80 and to the discussion of our

findings with Mr. Willi

on, you and others of your staff

at the conclusion of the inspection.

A copy of our report of this inspection is enclosed and identi-

fies the areas

====4==d during the iaspection. Within these

areas, the inspection consisted of a selective examination of

procedures and representative records, interviews with plant

personnel, and observations by the inspectors.

During this inspection, it was found that certain of your

activities appear to be in noncompliance with NRC require-

meats. The item and reference to the pertinent requif #Rs

This notice is sent to you pursuant to the provisiona

Section 2.201 of the NRC's " Rules of Practice," Part 2,

Title 10 Code of Federal Regulations.

quires you to submit to this office within thirty days of

your receipt of this notice, a written stacament or explana-

tion in reply, inel= ling

(1) corrective steps which have

been taken by you, and the results achieved; (2) corrective
