Dear Mr. Keppler:

Toledo Edison acknowledges receipt of your December 10, 1975 letter and enclosed inspection report refereacing an apparent noncompliance with NRC regulations.

This item resulted from the site inspection conducted by your office on November 19-21, 1975.

m Toledo Edison offers the following information regarding the apparent noncompliance, including corrective action and steps taken to avoid i

further occurrences.

Item B Infraction Contrary to 10CFR Part 50, Appendir, J, Criterion V, a deviation relative to improper placement of inservice inspection RT location s

marks on the suction welds of the Reactor Coolant Pumps was not documented in accordance with Babcock and Wilcox Construction Company Quality Control Procedures. (Report Details, Para. 1)

The following corrective action will be taken on the item outlined in the Report Details, Paragraph 1.

The peening marks on the suction welds of the Reactor Coolant Pumps will be removed by surface conditioning (grinding and/or buffing) followed by a liquid penetrant examination.

The nondestructive examination will be i

performed in accordance with B&W QC Procedure 9T-PT-200, Rev. O.

A B&W ncnconformance report has been issued and the disposition approved.

To prevent recurrence, the B&W Construction Company has written a letter to all inservice inspection field personnel that this type of activity is not acceptable.

Furthermore, B6W Construction Company has reviewed this situation in l

detail with the Field Quality Control Supervisor at the Davis-Besse Site to assure that proper documentation will be generated promptly if similar situations occur.
