Dear Mr. Keppler:
Your Mr. Hunnicutt's letter of August 5, 1975 transmitted the results of an investigation involving allegations from a former contractor's employee concerning electrical-related work at the Davis-Besse Station. This report contained one item of apparent noncompliance with NRC requirements which requires a statement and explanation from us.

Following a special electrical inspection at the Davis-Besse Station by NRC inspectors on May 19 - 22, 1975 and this subject investigation, Toledo Edison initiated a number of courses of action to strengthen all aspects of quality-related activities. Most of these have been detailed in separate correspondence.
One course of action that has not been formally reported is our attempt to more fully involve all workers at the site and to open and point out report-ing paths, including Region III NRC, that are available to report and resolve quality-related activities that might be considered deficient.
I am enclosing a copy of my July 3 letter which was sent to all Contractor Employees which accomplished this.

Allegation: 4KV circuit breakers were observed to be covered with cement-like dust.
Statement and Explanation Dust, along with water and other foreign material has been removed from all 4KV circuit breakers under construction. This cleanup is performed by Fischbach & Moore Inc./Colgan Electric Co. on a continuing basis.
Monthly inspections including storage and protective covering requirements is being performed in accordance with the F&M/CE Storage Procedure 7749-E14-5d.001, Rev. 3.
Close surveillance is being maintained by TECo g' Ng and Bechtel during the construction period.
A portion of the 4KV circuit breakers have been turned over to TECo Operations.
In June, Davis-Besse Station personnel began a preventive maintenance program which includes initial cleaning and a thorough inspec-tion of electrical equipment released from construction. All but four of the released 4KV circuit breakers have been cleaned to date, and these four breakers will be cleaned by September 15, 1975.
A maintenance work order has also been issued for periodic inspection of the 4KV switchgear for cleanliness, work orders will be issued to resolve any detrimental conditions found during the routine inspections.

Dear Contractor Employee:
There have been several instances in the past where an employee of a con'.ractor at the Davis-Besse Station felt that the construction work eas not being done in a manner which met the requirements of the Nuclear Regulatory Commission for such work, and has informed the Regional Office of the Nuclear Regulatory Commission of their feelings.
As you are all aware, any work, equipment or material involved in any of the areas of the station that are critical to nuclear safety are subject to the requirements of Quality Assurance Programs.
This requirement is to assure that all aspects of this work meets preestablished design and installation criteria, and that the necessary documentation exists to (s_/
show that requirements have. been met.
The Quality Assurance Programs also require work to be done in acu;rdance with detailed procedures and design details to a much greater extent than most other construction work.
There is also a requirement for a much greater level of inspection, j
surveillance and documentation.
Toledo Edison is totally responsible to the Nuclear Regulatory Commission to assure that all work meets the necessary requirements.
Each Contractor, however, has the prime responsibility for the quality of his own work.
Bechtel acts as Toledo Edison's agent for second-level quality control inspection and for quality assuranc.e surveillance and audit of Contractors' 4
work.
Toledo Edison maintains independent quality assurance review and audit over all site activities.
Craft skill, experience and qualification are a vital necessity working within established procedure. and requirements to assure high quality work. We feel otrongly that all work to date has resulted in an installa-tion of very high quality.
This has resulted from your high level of skill, workmanship and supervision in conjunction with quality procedures and design details. We fully expect this same high level of quality to be maintained through the completion of construction.

If this does occur, we urge you to bring forth any such matters to your employer for resolution.
If through this e.ction you feel a quality matter is no*. being resolved through normal channels, including Bechtel Quality Cor..
.1 and Quality Assurance groups, I urge you to contact us so that we may see that it is resolved to meet our requirements. You can be assured that any such matters brought to our attention will be treated confidentially and will receive full review and necessary action.
You always have the r1ght to notify the Nuclear Regulatory Commission anytime you feel that required quality is being compromised, but we hope that if you avail yourself of the above opportunities you will find this never to be necessary.
