D. W. Hayes, Senior Reactor Inspector, Projects Section DAVIS-BESSE UNIT 1 SITE INSPECTION OCTOBER 29 AND 30,1975 J. W. Sutton and I. T. Yin conducted a scheduled, announced inspection of construction activities on October 29 and 30, 1975.

Mr. W. J. Dircks, Assistant Executive Director for Operations, Headquarters, accompanied the inspectors.

A rummary of Mr. Dircks' activities and expressed interests during the inspection are identified below:

1.

Mr. Dircks was given the following documents for his personal use:

a.

Current inspection plan, dated October 22, 1975.

b.

Report of the last Davis-Besse inspection (Report No.

v 050-346/75-18).

c.

Summary of I.icensing's October 15 and 16,1975, site electrical technical review findings.

d.

Brief description of the plar.c, license status, and major issues.

2.

Mr. Dircks also revieweil Inspection Reports No. 050-346/75-09, No. 050-346/75-10, No. 050-346/75-13, No. 050-346/75-15, and No.

050-346/75-16.

3.

Areas of interest, as expressed by Mr. Dircks during the inspection, were as follows:

a.

Freedom of IE inspectors to inspect without lic e n s ee / c o n e -' c a qr personnel present, and treedom to talk wi:h emplovees.

b.

Procedures and methods used by the inspectors in obtaining information f rom the licensee, and time and problems involved in obtaining this information.
