Your letter to us dated February 25, 1976, requested' changes to the Oconee Nuclear Station Technical Specifications and: requested that entitled *0conee Unit 2 Cycle 2 Reload Report Proprietary Pages* be withheld frem public ' disclosure pursuant to 10 CFR Part 2.790.
Your reason for requesting our withholding of Attachment 2 from public disclosure was that the data had been obtained from independently conducted studies investigating cladding creep collapse. You also stated that the data is not available in the open literature, and disclosure would provide knowledgeable individuals with.information which might impair Babcock & Wilcox's competitive position in this area.

While such conseets.are valuable in aiding the Nuclear Regulatory Commission (NRC) in making its determination as to whether the m
information should be accorded privileged treatment.and withheld from public disclosure, still further information is needed before the IstC can make a final decision in this matter. Your response should discuss the following factors:'
