By letters dated July 8 Septeeber 21, 1977 and t' arch 6,1978, you submitted a proposed inservice inspection and testing progran description and a request for relief fron. selected ASitE Code requirements pursuant to 10 CFR 50.55a(g).

Although we have not completed our detailed revicw of your ":bmittal,-

our preliminary review nakes cicar to us that your propnsed progran to7~

t f

inplenent those AS:E Code requirements that you have found to be practical would increase the scope.of inservice inspection and testing for yourc facility beyond that currently required by your Technical Specifications.-

~

We have concluded that this upgrading of your inservice inspection and testing program will further enhance safety.

U Based on our preliminary revicw, we agree with your detenaination that

-of construction of cooponents, for you to sneet certain of the specified it is inpractical within the limitations of design, geonetry and materials f

i

- ATC Code requirevents and that imposition of those requirenents would result in hardships or unusual difficulties without a compensatir.g increase in the level of quality or safety. Therefore, pursuant to-10 CFR 50.55a(g)(6)(1), we hereby grant relief, on an interim basis,

. pending' conpletion of our detailed review, from these inservice inspection and testing requirements of the ASME Code that you have requested. -tioreover, since the scope of 'the inservice inspection -

and testing will be increased by your proposed progran, and the granting of. this. relief is based only on the inpracticality of selected AS5'I C

L ode requirementshwe have determined that the relief granted neither I

~1ncreases the pEobabilityl or consequences of accidents previously-

"(considered n'or decreases ' safety nargins and that, therefore, it does not[ involve 'a' siightficant _ hazards consideration. Therefore, you are:

' authorized to, and should proceed to, irplcnent your proposed program.

(except where your current Technical Specifications are core restrictive).

-During the period between now and the date we conplete our detailed revtew of your subnittal, you must conply with both your existing i

(e.g., shorter inspection intervals, increased number of parameters measured).

In 'other words, the granting of this relief from ASitE Code i-req tirencnts should not be interpreted to give you relief from any of p
