No ite s of nonconforrmnce were detected during the inspection.

I The mtter of the prinary piping clad fissures is still being investigated by Eegion II.

U. Potapovs, our !?etallurgical Fugi neer, has diseu., sed the problem with PAW at the site and at Mt. Vernon.

To date, we feel SW has presented insufficient data to demonstrate concluolvely that the causes of the fissures in the cladding have been determined.

Furthermore, we feel that E&W has not presented data that would give nasurance that the primary t

piping for Units 2 and 3 would not contain fissures.

Sulmequent to this inspection, arrangcrents were nade for Potapovs to reet with B&W represent 1-tivea in Mt. Vernon on Noverber 10 at which time data would be presented which will hopefully resolve the outstandint; iters discussed above.

In response to your nemorandum of Ceptember lb,19'(0, entitled " Structural Wolds - Oconce Unit 1," the pressurizer, HP stenn system and the turbine building supports were inspected and no construction deficiencies were detected.

(This matter is discussed in Geetion F.)

In regard to the Outstanding Items List attached as Exhibit A, you will note that many new items have been added to the list.

?3ost of these new itens were gleaned from DRL reports and require sone sort of follcwup action by Compliance.

Reactor core loading is scheduled for late "urch - early April 19'(1.
