Gentlemen:
This letter is in response to a telephone request from Mr. Tuckman of your staff concerning a July 9.1975 request to modify specification 3.9.7 of Appendix A for the Oconee Nuclear Station; Mr. Tuckman re-quested this letter in onter to close the Duke Power Company files on this matter.

The July 9. -1975 letter resulted from a July 8 incidence when a waste discharge valve failed to remain closed while source checking the i'; -
effluent monitor. The action requested was to utilize personnel sur -
veillance of the siffluent monitors to detect alarm conditions, and -
subsequent. manual action to terminate the waste discharge.
The staff had reviewed the change request; however, as a result of the" corrective action taken (Abnormal Occurrence Report A0-269/75-9 dated-July 18,1975), the staff considered-the change. unnecessary and no further action was taken.
