On November 5, 1979, the initial staffing of seven additional technical personnel and one secretarial person was completed (Enclosure 2).

Each of these individuals has been detailed from the various staff cffices for up to a three-month period.

As wo.rk progresses, it is expected that some changes in assign-ments will be made; that is, additional individuals may be detailed or individuals may be released back to their offices and a replacement with different skills recruited.

As defined in the missicn statement, the general objectives of the interim office are threefold:

(a) develop working guidance for the agency on the evaluation of operational data; (b) develop available sources of data; and (c) begin analysis and evaluation of operational safety data.

The Commissioners 2-Associated with these objectives ere several specific tasks which take into account the recommendations of the GA0 Report (Reporting Unscheduled Events at Commercial Nuclear Facilities:

Opportunities to Improve Nuclear Regulatory Commission Oversight -

EMD-79-16) and the NRC Task Force on Operational Data Gathering and Analysis.

AE00 is also factoring into its activities the recommendations from the ACRS review of LER's (NUREG-0572), the Kemeny Commission Report, the NRC Lessons Learned Task Force (NUREG-0578 and 0585), and the results of other studies and associated efforts.

In order to assure a systematic approach to the accomplishment of these objectives, the initial staff efforts have been organized along three parallel paths:

(1) Development of a coordinated NRC-wide program for the collection and review of power reactor operating data.

(2)

Development of an AE00 program plan for assessing reactor operating data, and initiation of technical evaluation studies based on such assessment.

(3) Development of NRC procedures and AE00 program plan for the collection and review of operating data from HMSS-licensed activities.

A more detailed description af these activities is provided in.

Also provided (Encicsurc ?) is a status of other activities initiated and a brief summary of some admin strative matters.

The results of completed AE0D ectivities and planned work will be assessed by the permanent Director when he'is selected and assigned and the program finalized.

It is expected that this final program will be the subject of a detailed Commission briefing.

In the meantime, AE00 will keep the Commission informed on the progress of its activities.

General Mission The interim Director will establish a staff composed of personnel assigned on a temporary basis which will provide working guidance for the a,gency, develop.available sources of data and begin analysis and evaluation of operational safety data in order to improve the safety of licensed operations.

Details of Ooeration

The interim Director will recommend to.the EDO, as $;oon as possible, a plan for operations of the Office and nomination of six to eight people for detail.

The interim period of operation is expected to be approximately three rrcnths, or until a permanent Director has been appointed and has selected sufficient permanent personnel to begin operations.. The interim Director is expected to utilize, prioritize, analyze and evaluate appropriate sources of operational data and make reco.cendations to Offices for followup action.

Soecific Tasks Develop interim acency procedures for operational safety data gathering and review.

-Implement the inrnediate staff actions recommended by the Task Force on Operational Data Gathering and Analysis.

Serve as focal point fcr interaction with ACRS on operational data matters and develop procedures for coordinated staff reviews of particular safety related subjects.

Expedite other necessary staff actions in-respense to GAO report EMD-79-15 and the Task Force on Operational Data Gathering and knaiysis.

e Interim Task Action Plan Description Program plans for implementing the three parallel paths being currently pursued within AE0D are discussed individually below.

Path I Development of a coordinated NRC-wide program (interim procedures) for the handling of power reactor operating data.

(1) Review current procedures and practices for data gathering, control, and analysis.

(2)

Interface with all NRC offices involved:

NRR, IE headquarters and regions, RES, SD, and MPA.

(3) After examination of (1) above, develop the objectives and scope for each office to handle the power reactor operating data so that fran an NRC viewpoint a thorough, effective, and coordinated program results.

Target Completion - mid-December, 1979 4

(4) Develop interim procedures, incorporating acceptable existing ones, which clearly define:

(a)

Interface roles and responsibilities for each NRC organizational element.

(b) Analyses to identify issues having safety significance.

(c) Methods for providing efficient and effective feedback of operating data to NRC organizations, licensees, Congress, industry, and to the public.

(d) Methods for auditing the effectiveness of the analysis and feedback process.

Target Completion - December, 1979 (5) Define required action to assure tilat input to the system results in a complete, consistent data file of operating experience compatible with anticipated analyses and other uses.

Target Completion - January, 1980

Path 2 Development of an interim AE00 program plan for assessing reactor operating data and initiation of technical evaluation studies.

Identify AE0D general objectives.

(2) Review and document ongoing and planned data analyses which are being conducted by the NRC or NRC contractors.

(3) Develop short-term plan for AEOD technical review of operational data.

Target Completion - early December, 1979 (4)

Initiate technical studies - December, 1979 (5) Draft AE00 internal procedures for receipt, handling, and evaluation of reactor data, including documentation and implementation of recom-mendations.

Status of Selected AEOD Activities 1.

Establish,AE0D as working office.

(a) Completed initial staffing on November 5, 1979.

(b) Office space obtained. The interim office is located on the 2nd floor of.the MNBB in Bethesda (Room 2100; Phone - 492-7227).

(c) Administrative matters dealing with mail, T&A, budget, etc. have been or are being established.

Initiate program and technical activities.

Initial task action plans developed - summarized in Enclosure 3.

(b) Work initiated.

Develop procedures for handling ACRS requests and consultant reports

Serve as focal point for, and establish contact with, other groups involved with the assessment of operating data.

(a) Meetings have been held with the ACRS Executive Director and the Chairman of the LER Subcommittee. Discussions are scheduled with i

the Main Committee in December and with the LER Subcommittee in January.

(b) Discussions have been held with other involved NRC offices (NRR, IE, NMSS, SD, and RES).

Coordination and information exchange meetings held with operational data assessment groups in NRR (where four full-time and one part-time individuals have been detailed under the direction of Bob Tedesco),

and in IE headquarters (where several additional individuals have been recently hired), and with four IE regional officz (I, II, III, and V).

(c) Meetings have been held with the Directors of the Ncclear Safety Analysis Center (NSAC), Oak Ridge Safety Information Center (WSIC) management, Argonne National Laboratory, an EPRI representative (Ian Wall), and representatives of two reactor vendors (Westinghouse and Babcock &

Wilcox). Additional meetings will be held.
