REVIEW 0F AMENDMENT APPLICATIONS DATED SEPTEMBER 21, 1979, AND MAY 13, 1980
Background
TVA is presently licensed to possess 1900 kilograms of U-235 contair.ed in up to 130 fuel assemblies and in up to 100 fuel rods for eventual use in the Watts Bar Nuclear Plant, Unit 1.
The subject September 21, 1979, application requests that the possession limit be increased to 2600 kilograms of U-235 contained in up to 193 fuel assemblies and 100 fuel rods and that storage of the additional 63 fuel assemblies be permitted in the spent fuel pit storage racks.
The May 13, 1980, application reflects personnel and division changes within TVA and updates the application to make the Unit 1 and Unit 2 applications identical.
Discussion Since the special nuclear material is encapsulated, the proposed changes do not affect the radiological safety or the environmental evaluation previously made for the storage of fuel at this facility.
(See SER dated September 5, 1979 - Docket 70-2910.) However, while the new fuel storage racks provide a 21-inch center-to-center spacing between fuel assemblies, the spent fuel racks provide a nominal 10.72-inch spacing.
These higher density racks pro-vide a neutron poison between fuel assemblies.
Based upon calculations performed by the staff (see memorandum dated Nc, ember 5,1979, from C. Marotta to J. C. Delaney) the poisoned racks are adequate to assure nuclear safety.
Recommendation Based upon the above I recommend that the license be amended as requested by TVA.
