Withholding from public disclosure is requested with respect to the information which is further identified in the Affidavit accompanying this application.

The Affidavit accompanying this application sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.

Accordingly it is respectfully requested that the subject information, which is proprietary to NSP and which is further identified in the Af fidavit, be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regulations.

Correspondence with respect to this application for withholding or the accompanying Af fidavit should be addressed to the undersigned.

I am Vice President-Power Production, for Northern States-Power Company.

and as 'such I am authorized to execute this Affidavit.

The' facts set forth-in this Affidavit are true and correct tc the -

best of my' knowledge, information, and _ belief.

I am. familiar with the document, _ Westinghouse Research Report,

. 80-5D9-PRARI-R1,-entitled " Examination of Prairie-Island'2 Inconel Alloy 600 Steam Generator Tube,"_ referred to as " Document".

Information contained in the Document is to be treated by NSP as proprietary for the control and protection of information contained therein.

I am making this Affidavit in conformance with provisions of 10CFR Section 2.790 of the Commission's regulations and in conjunction with the NSP application for withholding accompanying this Affidavit.

. Pursuant to the provisions of paragraph (b)(4) of Section 2.790 of the.

Commission's regulations, the following is furnished for consideration by the Commission in determining whether the information sought to be; withheld from public disclosure-should be withheld.

The information ' sought toLbe withheld from public disclosure is owned and will be held in confidence by NSP.

Westinghouse has been asked to protect NSP's commercial interest by maintaining the confidential nature of this information and by not releasing the information to other parties.

c.

The information is being transmitted to the Commission in confidence and, under the provisions'of.10CFR Section 2.790, it is to be

. received in confidence by the Commission.

The information is not available in public sources to the best.of our knowledge and belief, e.

The information contained in the Document is considered to be

- proprietary _ by NSP because 'it contains commercial information which was obtained at substantial expense (about $275,000) to NSP.

f.

The disclosure of the ' proprietary information contained in the Document to others would permit them to' reduce their' expenditure of

money and manpower to obtain-similar information. Also, public l disclosure-of: the information would enable others having the same l

or similar equipment to use-the information to meet NRC requirements for licensing documentation' without purchasing: the' right to use the information.
