Pursuant to receipt of your correspondence regarding the rese.lts of the subject inspection, we offer the following reply:
A.
NRC Notice of Violation 10 CFR 50, Appendix B, Criterion V, states, in part, that:
" Activities affecting quality shall be prescribed by documented instructions,proced-ures, or drawings.
.and shall be accomplished in accordance with these instructions, procedures, or drawings."
The Seabrook Station PSAR for Units 1 and 2 states: 4n part-in paragraph 17.1.5 that:
"Each organization is required to perform their respective l
quality related activities covered by this program in accordance with documented instructions, procedures, or drawings."
Perini Power Constructors Quality Assurance Procedure QAP 10.14, Revision 1, for Stud Weld Inspection, states, in part, in paragraph 5.2 that:
"Inspec-tions shall be performed to assure construction personnel control and install stud welds in accordance with FCCP-157."
Contrary to the above, on February 28, 1980, no stud welding inspection had been performed on an AP156 embed plate to which studs had been welded at Seabrook Station and for which a nonconforming stud weld condition did exist.
This item is an infraction applicable to Docket No. 50-443.

Response
Corrective Action Taken and Results Achieved Perini itunediately issued Nonconformance Report No. 718 to document the lack of inspection and placed a " hold" tag on the suspect item.
The item was reworked following approved inatructions and inspected and accepted by Perini Quality Control.
An investigation was initiated to locate and inspect all the embeds fabricated under Engineering Change
. Authorization 1373A, which covered all embeds fabricated at the site up to the date of the inspection.
Those in place in the east wall were re-inspected and found to be in compliance with specificatien requirements.
Since the concrete had previously been poured in the West wall the embeds fabricated under ECA 1373A and installed in the West wall have been documented in NCR No. 844 by Perini and the report has been submitted to UE&C for an engineering evaluation which will be completed by May 9,1980.
Perini has instituted ~ procedures for the fabrication of embeds requiring that each embed be identified and traceable to the inspection label and inspection report. These instructions have been incorporated into Perini Procedure QAP 10.14 by Interim Procedure Change Number 4, dated April 10, 1980.
Full compliance with recommendations resulting from the Engineering evaluation will be achievec by May 31, 1980.
B.

" Measures shall be established to control.
. documents (and) assure that documents, including changes, are.
. distributed.
.and used.
The Seabrook Station PSAR for Units 1 and 2 states, in part, in paragraph 17.1.6 that:
"Each organization performing quality related activities covered by this program, including vendors. and site constructors, is required to have a document control system.
The system shall be defined in written procedures."
Contrary to the above, on February 27, 1980, no measures had been established in the Perini Power Constructors document control system to assure that engineering changes to governing specifications would be incorporated for use into the applicable Perini procedures.
This iten is an infraction applicable to Docket Nos. 50-443 and 50-444.
Response
Corrective Action Taken and Results Achieved Perini Procedure AP5.0 has been revised requiring the originator of a procedure, or his designee, to remain current with specification revisions,
U.S. Nucicar Regulctory Commi2aion Prg3 3 SDN-il9 ECA's, etc., and to assure prompt and timely procedure changes / revisions.
A review of the programs / procedures of the remaining site contractors showed that they have included sufficient instructions to assure the incorporation of instructions promulgated by ECA's or their programs /
procedures have been revised via interim change notices and are presently undergoing review.
Full compliance will be achieved on May 21, 1980.
