This event is considered to be a reportable occurrence as defined in the Technical Specifications, paragraph 6.9.2.b.4.

Conditions Prior to Occurrence The plant parameters at the time of the occurrence were:

Power: Reactor, 1834.18 MWt Electrical, 644 MWe Flow: Recirculation, 14.1 x 106 gpm -

Feedwater 6.837 x 10 4 lb/hr Stack Gas Activity: 3.66 x 10 pCi/sec.

Description of Occurrence On April 17, 1979, at approximately 1045 hours0.0121 days <br />0.29 hours <br />0.00173 weeks <br />3.976225e-4 months <br />, soil sample", were taken from the immediate area of the drywell equipment. drain tank line between the reactor building and the pipe tunnel. The isotopic distribution was consistent with that of primary coolant that had decayed for a month.

Apparent Cause of Occurrence The cause of this occurrence is attributed to component failure.

50-219/79-10/3L) and Laundry Drain Tank discharge line (R.O. No. 50-211/79-26/3L) could not be completely analyzed at the time of occurrence. Core sample s taken prior to excavation and soil samples taken during excavation confirmed that the contamination was localized. A total of 17 drums of dirt removed from the hole had contamination levels above background and were shipped as radioactive waste.

Much of this was as a result of contamination spread in the dirt during shoveling and loading into drums. Based on the average concentration found in the drummed dirt, the following estimated activity was present:

Af ter the hole was excavated to the desired depth of approximately 17 feet for construction of the vault, soil samples from the bottom were analyzed prior to pouring the concrete floor. None of the samples showed any detectable activity above normal background.

Well water samples from the Oyster Creek site and surrounding area are collected and analyzed every four weeks a: part of the plant Radiological Environmental Monitoring Program. There has been no observed detectable activity above normal background in samples collected.

1 It is concluded from the analytical results that: 1) Contamination from the leaks was indeed localized in the immediate area of the leaks; 2) No radioactivity entered into the water table; 3) All significant contamination in the soil was removed.

Corrective Action On March 15, 1979, a leak was notired in the vicinity of the inside penetration within the pipe tunnel. A sample of the water in the pipe tunnel was analyzed and the gross beta concentration was 3.1 x 10 1 pCI/ml. The gamma isotopic analysis showed the isotopic composition to be the same as that of the drywell equipment drain tank water.

The immediate action taken was the preparation for rerouting of the DEDT line to prevent further leakage. Rerouting of the line was accomplished on i March 16, 1979 I

Corrective action will consist of repairs to the line. The construction of a structure to enclose the pipe runs from the reactor building to the main pipe I tunnel has been completed.
