Dear Mr. Linder:

Since the new reporting requirements of 10 CFR 50.72 became effective, your staff has reported numerous events where the Turbine Governing System Secondary Relay Valve sticks causing the Initial Pressure Regulator to respond improperly as it controls the turbine. This results in a pressure transient in the reactor system which causes the turbine bypass valves to respond and reduce the pressure. We have determined that the immediate reporting by

" Red Phone" of this problem is not within the scope of the reporting require-ments unless Technical Specification limits are exceeded or actuation of the reactor protection or safeguards systems result in a significant event as listed in 10 CFR 50.72.

In the near future the commission plans to issue guidance to assist in clarifying the reporting requirements of 10 CFR 50.72.
