OFFICE OF INSPECTION AND ENFORCEMENT BULLETIN 80 RII:JP0 50-259, -260, -296 - BROWNS FERRY NUCLEAR PLANT In response to your March 13, 1980, letter which transmitted OIE Bulletin 80-06, enclosed are the results of our investigations to date for the Browns Ferry Nuclear Plant. As discussed with Hugh Dance of your staff in a May 7, 1980, telephone conversation, TVA will provide monthly updates on the status of our review beginning July 10, 1980. TVA anticipates completion of the review for this bulletin on or before November 1, 1980. If you have any questions, please call Jim Domer at FIS 857-2014.

RESPONSE TO NRC-OIE BULLETIN 80-06 As discussed with Hugh Dance of your starf in a May 7, 1980, telephone conversation, TVA cannot provide all of the information requested by OIE Bulletin 80-06 at this time. The reason for not being able to fully comply with your request is due to the large number of NRC-0IE Bulletins currently being investigated by TVA and because some testing may require unloading fuel to perform the test.
In the May 7, 1980, telephone conversation, TVA committed to provide monthly updates of the progress of our investigations and review.
Results of Investigations As of June 11, 1980 The following actuation signals have been identified to be considered in the investigation for Browns Ferry:
1.
Reactor vessel low water level 2.
Reactor vessel low-line water level 3.
High Radiation - main steam line 4.
Line break - main steam line (steam line high space temperature on high steam flow) 5.
High pressure between ruptured discs on turbine exhaust 6.
High drywell pressure 7.
Line break in cleanup system high floor drain temperature or high space temperature; alarm and close cleanup system isolation valves 8.
Line break in RCIC system steam line to turbine (high steam line space temperature high steam flow, or low steam line pressure) 9.
Line break in HPCI system steam line to turbine (high steam line space temperature, high steam flow, or low steam line pressure) 10.
Low main steam line pressure at inlet to turbine (RUN mode only) 11.
High radiatiot, refueling zone 12.
High radiation, reactor building ventilation exhaust The following systems will be reviewed to determined if a test is needed:

It is our understanding that Hugh Dance of your staff indicated this approach for providing the information requested in OIE Bulletin 80-06 would be acceptable.
