SUBJECT:

TRIP REPORT FOR PARTICIPATION IN THE MARYLAND COMMISSION ON INTERGOVERNMENTAL COOPERATION STUDY OF NUCLEAR WASTE MANAGEMENT AND DISPOSAL, ANNAPOLIS, MARYLAND, JUNE 3, 1980 Chang Li and I drove over to Annapolis, Maryland to attend the 1:00 p.m.

meeting before the Maryland Commission on Intergovernmental Cooperation.

The purpose of the meeting was to examine the intergovernmental aspects of nuclear waste management and disposal (Enclosure 1). Our participation had been scheduled by Andrew Robart of our State Programs Office (Enclosure 2). The prepared outiine of issues to be addressed by respondents is given in Enclosure 3.

The first testimony was provided by Dr. Steve Long of the Maryland Power Plant Siting Program (Enclosure 4).

Tom Elsasser of our Region I State Programs Office and I spoke from the outline.

Tom addressed Items B.2 and 3, and I covered the rest. Copies of our Janua y 4, 1978 Amendment package were given out and discussed under Item D.

2nclosure 6 was used to answer the Commission's question on the status of spent fuel storage capacity at Calvert Cliffs.

The oral questions were on understanding criticality safety and the use of borated racks. Their major concern was on the location of permanent low and high-level waste storage outside the state of Maryland.

Our presentation was followed by the Enclosure 7 statement by Critz George of the Department of Energy. The discussion following this speech centered around the concern as to if, when, and what is the " Feds" going to do about this problem.

As 5:00 p.m. approached, Chairman Byrnes made arrangements for the remaining scheduled speakers te come back on June 17, 1980. Additional materials are included as Enclosure 8.
