Gentlemen:
This refers to the inspection conducted by C. D. Perny and special investigation
conducted by R. J. Marsh of this office on January 7-11, 1980, of activities
authorized by NRC Operating License Nos. DPR-57 and NPF-5 at Hatch 1 and 2 and
to the discussions of our findings held with M. Manry at the conclusion of the
onsite inspection and special investigation.
W. J. Tobin of this office con-
tacted your T. V. Greene by telephone on April 7, 1980 to discuss the additional
findings of the special investigation.
Areas examined during this inspection included your physical security program as
implemented'under the provisions of Title 10, Code of Federal Regulations, Part
73, " Physical Protection of Plants and Materials" and the specific requirements
of your . approved Security Plan. Within these areas, the inspection consisted of
selective examinations of procedures and representative records, interviews with
personnel, performance tests, and observations by the inspector. Areas examined
during the special investigation and our findings are discussed in the appended
investigative report.

We have examined actions you have taken with regard to previously identified
enforcement matters. These are discussed in the enclosed inspection report.
During the inspection, it was found that certain activities under your license
appear to be in noncompliance with NRC requirements. These items and references

to pertinent requirements are listed in the Notice of Violation enclosed here-
,
with as Appendix A.
This notice is sent to you pursuant to the provisions of
{
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal
Regulations. Section 2.201 requires you to submit to this office, within 20
days of your receipt of this notice, a written statement or explanation in reply
including:
(1) corrective steps which have been taken by you and the results
achieved; (2) corrective steps which will be taken to avoid further noncompliance;

and (3) the date when full compliance will be achieved. Details of activities
involving safeguards and security measures are exempt from disclosure in accor-

dance with 10 CFR 2.790(d). Therefore, your response should be incorporated in a
separate paper and referenced in your reply.
Ites A, in the Notice of Violation, identifies examples of weakness in supervision
of the security department. The fact that this weakness has been ongoing for an
extended period of time is of particular concern to us. In your response to this
item, it is requested that you specifically address the actions that will be taken
to ensure that the weakness in supervision of the security department is corrected.
