' APPENDIX A NOTICE'0F VIOLATION Public Service Electric and Gas Company Docket Nos. 50-354 50-355 This refers to the irspection conducted by representatives of the Region I (Philadelphia) office at the Hope Creek Generating Station, Units 1 and 2, Hancocks Bridge, New Jersey, of' activities authorized by NRC License Nos. CPPR-120 and 121.
During this inspection, conducted on January 14-17, 1980, the following apparent item of noncompliance was identified:
10 CFR 50 Appendix B Criterion XVI states, in part,' that:
" Measures shall be established to assure that conditions adverse to quality... are promptly identified and corrected."
Section 16.2.2.3 of Chapter 16 of the PSAR states, in part, that:
"PSE&G requires its. contractors to assume primary responsibility for establishing and implementing QA/QC programs within their scope of activity. - These QA/QC programs are contractually required to meet Appendix B of 10 CFR 50..."
Contrary to the above, as of January 17, 1980, adequate measures were not estab-lished and implemented in the quality assurance programs of Public Service Electric and Gas Company and its contractors to ensure that conditions adverse to quality are corrected promptly. As a result, identified deficiencies in the Unit 1 personnel and equipment access hatches were not corrected promptly and adequate measures were not taken to prevent further deterioration of the condition of those hatches.
