Dear Mr. Grier:

NRC INSPsCTION REPORTS 50-354/80-01 AND 50-355/80-01 NO. 1 AND 2 UNITS HOPE CHEEK GENERATING STATION We have received and reviewed the report of your inspection conducted on January 14-17, 1980. The report was transmitted with your letter of March 14, 1980 and received on March 20, 1980.

The subject inspection identified an area of noncompliance indicating that adequate measures have not been established or implemented in the quality assurance programs of Public Service Electric and Gas Company and its contractors to ensure that conditions adverse to quality are corrected promptly. As a result, identified deficiencies in Unit 1 personnel and equip-ment access hatches were not corrected promptly and adequate measures were not taken to prevent further deterioration of the condition of those hatches.

1. Corrective steps taken by Bechtel to assure prompt attention to conditions adverse to quality are:
a. The Bechtel Nuclear Quality Assurance Manual,Section IV, Number 11, Paragraph 3.0 will be amended to read: " Construction Quality Control Procedures for verification of subcontractors work shall provide for:...

j. Coordination With Bechtel Subcontract Administration personnel, including measures to assure conditions adverse to quality are promptly corrected."
b. The Bechtel Construction Quality Control Procedures will be revised to address the amended Nuclear Quality Assurance policy provided in 1.a.
c. Actions indicated above will be completed by May 16, 1980.
2. Remedial actions consisting of application of protective coating to the machined surfaces of containment personnel and equipment access hatches, and protection of the personnel hatch "O" ring grooves have been accomplished.
3. Corrective measures which will be utilized by PSE&G are noted below:

The PSE&G Quality Assurance Program provides for timely corrective action through multiple mechanisms. Corrective action may be requested of a site contractor through issuance of a speed letter or memorandum. If a timely resolution to a noncompliance is not achieved, the program provides for the issuance of a Corrective Action Request, ref: QA1 16-2. Further escalation of significant problems may be achieved by escalation to management, ref: QAI 16-5.

In the future, PSE&G QA personnel will be more sensitive to the timeliness and significance of resolution of identified non-conformances.
