This serves to confirm our understanding of a telephone conversation between Mr.
L. Russell, Chief Engineer, Calvert Cliffs Nuclear Power Plant and Mr. P. Knapp of this office on May 22, 1980, concerning your plans to establish an adequate neutron monitoring program in support of required entries into the reactor con-tainment building during power operations.
Accordingly, we understand that the following actions will be accomplished prior to any further entries into the reactor containment during power operations.
1.
Portable neutron monitoring instruments used to establish area neutron dose rates for personnel exposure calculations will be calibrated using an appropriate neutron source that is traceable to the National Bureau of Standards (NBS).
Such calibration shall be performed in accordance with an approved procedure which establishes the method and frequency at which the calibrations shall be performed.

Occupational exposure to neutrons will be limited in accordance with
.. Regulatory Guide 8.14, Revision 1, August 1977, until such time as an a'ceptable personnel reutron monitoring dosimeter is available.
In c
the case where calculttional methods are utilized in lieu of any dosi-metry device, an occupational neutron exposure limit of 100 mrem per quarter will be established and such limit shall be reflected in your procedures.
In view of the fact that containment entries at power have been frequent and will apparently continue to be required, a documented evaluation will be performed to establish that ALARA exposure controls have been implemented.
This evaluation shall include consideration of the various options available to you.
This ALARA evaluation shall be submitted to the Director, United States Nuclear Regulatory Commission Region I Office of Inspection and Enforcement by June 30 1980.
