CL'??.E::T CLG TA5K FORCE ACTIVITIES 1
In a Septenber 10, 1979 concrandun C. Helte es sumari.:cd the B'.0TF activities.
Included in that su rary were the status and potential, problems for 3 W, W, C-E and E';R plants.
' Attached are the updated sumaries for SE'.!, U, and SUP. plants. The sumary for C-E plants will be provided later this week.
i It appears that a co :non proble= confronting 500 in the review of all plants is the approval of emergency procedure guidelines for the small break LOCA.
It would appear thati this activity :ust be cc=pleted by October 31, 1919 in order to pernit utilities to have their precedures in place and their operators by the enc of this year, as required by D. Eisenhut's September 13, 1979 letter to all cperating reactors.

~~FMEA-ICS -
Scnedule for Oak Rid;e to cceplete review is very tight.
Once re,iew is cceplete i,RC r.ust decide what cnanges if any will we require en ICS.
. _ Ope _rator Irzininc and Drilling -
tdC must review licensees' sutmittals to determine if training program reets the intent of the long-term portion of the Orders.
. Uccrade of Reactor Trip to Safety Grade -
tac should try to complete review of proposed design by 10/31/79.
Once review is cc.mplete need to determine if implementaticn schedule is sat.
. AFW Reliability Study -
Tieed to review Rancho Seco draft ASAP to provide feedback to B&W prior to submittal of otner draft plants.
We are in the process of geting help from Sandia for pr0babilistic revi es.
We must cecide what modifications / changes if any will we require.
.17all Break LOCA -
.Sece of qe information requested will not be received in time to incorporate into

Generic Evaluation of SBLOCA and LOFW A.
Background:
Review was initiated in early-June (W. Hodges has the lead in preparing the staff's generic report).
Met with licensees in late-June to discuss review.
Owners Group for GE Operating Plants was formed in late-June to deal with B&O matters (Lacrosse is being handled separately since A-C was the NSSS supplier).
Initial requests for short-term information (due in August 1979) and long-term information (due from November 1979 to January 1980) were sent to all licensees in mid-July.
Subsequent req;ests for information were sent to the Owners Group and the Lacrosse licensee in late-July, late August and early September.
(The short-term information was to be used to prepare the staff's generic report. The long-term information was to-be used to evaluate Lessons Learned Items 2.1.3.b and 2.1.9 and other matters not required for the staff's generic report).
Met with Owimrt Group in mid-July and early-September to agree on scope of responses to requests for short-term and long-term information, respectively.
Owners Group submitted five advance copies of NED0-24708 in mid-August and 40 additional copies in early-September.
NED0-24708 is the 0wners Group's generic report responding to our short-term information needs.
Ir.itial requests for additional information on HE00-24708 were issued to the Owners Group in September.
It was 'etermined that not all of the short-term information necessary to prepare the staff's report had been requested. Therefore, further requests for short-term information (due in September and October 1979) were issued to the Owners Group and the Lacrosse licensee. Consequently, the schedule for the issuance of the staff's generic report-slipped from October to November 1979.
An initial submittal from the Lacrosse licensee was received in early-September. This submittal did not include any analyses or guidelines.
These are scheduled by the licensee for November 1,1979.
r
A list of 15 prospective requirements for BWRs was developed for the August 1,1979 meeting with all OL licensees and near-term OL applicants.
The staff--is developing requests for information on the Michelson concerns as acplicable to BWRs. These were inadvertently emitted from-the initial short-term requests..
B.
Current Status:
is continuing. Additional information
. B&O review of NE00-24708 requests are being developed on SBLOCA, natural circulaticn and guidelines Owners Group is working on responses to long-term matters (schedule adversely impacted by two weeks due to IEB 79-22 activities.
Lacrosse: licensee is working on responses to our short and long-term Nuclear Services Corporation is their consultant.
analysis requests.
GE Owners Group is developing positions on B&O list of 15 prospective requirements for BWRs.
PAS is assessing the impact on reliability of GE ECCS if the 15 B&O prospective requirements are implemented.
Audit calculation for SBLOCA now underway at Savannah River Laboratory.
C.
Future Work and Schedule:
Owners Group to provide its positions on the B&O list of 15 prospective requirements for BWRs (October 31,1979).
Develop and issue.to the Owners Group and Lacrosse licensee requests for information on ths Michelson concerns as applicable to BWRs (October 19,.1979).
Lacrosse licensee to complete response to all requests for information (November 1,1979).
., Staff generic report on BWRs to B&O management (November 1,1979).
D.
problem Areas:
Not'all requests for information were made in the initial requests in July:1979. Several additional sets of requests spanning three months have caused at least a one-month slip in the schedule for the staff generic report from October.1979 to November 1979.
The additional requests on NEDO-24708 may cause an additional slip, or result in open items in the staff's generic report.
Quick identificaticn of problem areas and quick turnaround by Owners Group is necessary to avoid this.
Lacrosse complete-submittal.date of 11/1 will likely preclude us from including this plant in our generic report.
PAS analysis sneuld be complete crior te cur issuing reccamendations of ECCS-changes.
t_..
3 We must approve guidelines for SBLOCA by end of Oct:ber to enable the licensees to have a reasonable cha'nce to complete their emergency procedures and operator training by December 31,19E0 as required by NUREG-0578.
SE's internal " Lessons Learned" program could c:nflict with our recomendations. We need to find out what their recommended changes will be. This will not be easy and may be impossible in light of the vendcr/ utility / staff relationships.
Release of our Lessons Learned requests and other TMI-2 related requests.
for information have tended to dilute industry resources. Thus, there is a potential for a reduction in the industry focus on B&O activities and the possibility for further schedule slips.
We need to have an effective overall coordination with the Owners Groups of all TMI-2 related activities to assure that the industry resources are being expended on the most important issues.
4 Lessons Learned Items A.
Backgreund:
Lessons Learned Items 2.1.3.b (Instrumentation for Inadequate Core Coolin; and 2.1.9 (Transient and Accident Analyses) are applicable to BWR plants. Lessons Learned Items 2.1.7.a (Auto Initiation of Auxiliary Feed) and 2.1.7.b (Auxiliary Feed Flow Indication) are not applicable to BWR plants.
B.
Current Status:
Requests for information by Analyses Group complete as of October 1,1979.
Owners Group has identified the following problems:
. Meeting the December 31, 1979 completion date for SBLOCA procedures and operator training since the staff has not yet approved the guidelines.
Reluctance to perform a pretest prediction for the TLTA tests.
Slip of submittal on inadequate core ccoling from November 1,1979 to NovE 16, 1979.
Slip of submittal on transients and accidents from January 1,1980 to January 15, 1980.
Reluctance to complete inadequate core ecoling procedures and operator training without first obtaining staff approval of guidelines.
C.
Future Work and Schedule:
est with Cwners Group to discuss screcule anc time required to implemer-
- r
- cecures and ocerator training (tentati eely set f:r Cctober 19, 1979).
