In accordance with Technical Specifications for the Rancho Seco Nuclear Generpting Station, Appendix B, Section 5.6.2C, the Sacramento Municipal Utility Distride' hereby submits the following wra.cr.en report concerning Unusual Event 78-2.

April 14 the 1315 sa=ple at the mixing weir indicat~' 3.9 mg/L and 4-adiate procedural steps were undertaken to determine if the offsite limits of 0.20 mg/L were being exceeded. As an anticipatorf action the dilution flow at the weir.

was increased an additional 1000 gpm and the incoming effluent was diverted to 1

the retention basin. The sample obtained and analyzed at the site boundary at 1350 indicated the total chlorine to be 0.24 mg/L, exceeding the limit by 0.04 og/L. The dilution flow was increased to 3000 gpm. A site boundary sa=ple[at 1420 showed the total chlorine had decreased to 0.06 ng/L.

The investigation concluded that during the fill of the Hypochlorite Chemical Tank for the East Nuclear Service Spray Pond, one gallon of Hypochlorite was spilled and flushed to the drain system. To prevent recurrence of this event, the fill lina from the tank truck will be capped prior to removal f cm the Hypochlorite Tank.

All excess Hypochlorite will be discharged into the Spray Pond from the fill line.

There was no plant transient or shutdown associated with this event.
