SUBJECT:

FLORIDA POWER CORPORATION CRYSTAL RIVER NUCLEAR GENERATING PLANT DOCKET NO. 50-302

Dear Mr. DeYoung:

This letter is to respond to your lettar of March 12, 1973, concerning hurricane protection for the Crystal River Nuclear Generating Plant during a probable maximum hurricane (PHM). We appreciate the timeliness and definition of your requirements for resolution of this issue as stated in your March 12 letter.

Since our meeting with the AEC staff on February 15, 1973, and our letter to Mr. Giambusso on February 22, 1973, we have been working continuously on preparation of the technical information necessary to resolve the PMH surge height and to describe the necessary plant protection. During the last several days there has been a great deal of dialogue between your staff, our consul-tants and us regarding infonnation exchange. We have been assured that input data in digitized fom describing the various hurricanes and respective tidal surge hydrographs outlined in Enclosure (1)

Question 3) of your March 12 letter will be released by the AEC no later than the following dates:

a.

Hurricane Carla (1961) - March 30,1973 b.

October 3,1949 hurricane - April 3,1973 c.

Hurricane Ione (1955) - April 3,1973 d.

Hurricane Camille (1969) - already released Our entire effort is centering around calibration of our analytical model with these four storms and represents the most time consuming activity on the schedule in this area.

Frankly, earlier discussions indicated a much quicker interchange of this important data. On analysis of this input schedule from your staff, our submittal date in response to your March 12, 1973 letter will be May 22, 1973. On that l

date we intend'to submit a complete response and plan to meet with your staff to brief them on'the substance of our submittal.

Mr. R. C. DeYoung March 22,1973 We very much appreciate the able and continuing assistance of Mr. Schwencer and his staff in a cooperative effort to resolve the hurricane issue for Crystal River.

Very truly yours,

~
