Dear Mr. Stolz:

We provide you with the attached interim response to your request of November 19, 1976, "to furnish a description of current administrative procedures or

. design controls that can be implemented now so as to preclude or minimize the potential for overpressuriza-tion of the reactor coolant system."

Our response to your original communication of October 1, 1976, was that we would reply by December 6.

i This, however, has been tempered by attendance at the BSt plant specific meeting in Bethesda on November 5, 1976, conducted by your Mr. Gary G. Zech.

The attached response is in keeping with your ultimate needs as determined from the November 5 meeting (not confirmed as yet to us), and our discussions re: your November 19 request.

It is our request that this submittal be evaluated at the earliest possible time so that our Operating License DPR-72 for Crystal River #3 can be modified to allow operations up to full power.
