Identificatinn of Occurrence:
Failure to have two Energency Feedwater Pumps available and operable from two independent power sources contrary to Technical Sr.cification 3.7.1.2.b.

Conditions Prior to Occurrence:
In Mode 3 condition conducting the shutdown from outside the Control Room test.

Description of Occurrenca:
At 0830, a start of the Turbine driven Emergency Feedwater Pump was attempted using Main Steam as the power source. The pump tripped on overspeed and was declared inoperable. The pump was lined up on Aux-

iliary Steam restoring operability.
8.
Designation of Apparent Cause of Occurrence:
The newly installed governor did not respond fast enough using Main Steam as a power source.
9.
Analysis of Occurrence:
There were no adverse safety consequences resulting from this occurrence as the OT Steam Generator levels were high.
Redundancy was maintained by the motor driven EFWP which was determined to be available and operable, and the Steam D tven Emergency Feed Pump was operable manually on Main Steam 'and remotely on Auxiliary Steam.

Corrective Action:
Leave the Turbine driven EFWP lined up on Auxiliary Steam and an engineer-ing evaluation be made of the. governor.
