Gentlemen:

This refers to the inspection conducted by Messrs. K. W. Whitt, S. D. Ebneter,

J. W. Ilufham, and G. L. Troup of this office on October 22-24, 1975;

October 28-30, 1975; and November 4-7, 1975, of activities authorized

by NRC Construction Permit No. CPPR-51 for the Crystal Rt.ar 3 facility,

and to the discussions of our findings held with Mensrs. J. Alberdi and

G. P. Beatty at the conclusion of the inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed itu ection report. Within hese areas, the inspection consisted ci

and observations by the inspector.

Within the scope of this inspection, no items of noncompliance were disclosed.

We have examined actions you have taken with regard to previously

identified enforcement matters and unrecolved items.

The status of these

items is identified in Sections II and IV of the summary of the enclosed

report.

Three new unresolved items resulted f ;m this inspection and are identified

in Section III of the sunmary of the enclosed repor .

These items will be

examined during subsequent inspections.

In accordance with Section 2.790 of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter

and the enclosed inspection-report will be placed in the NRC's Public

Document Room.
