a We offer the following in response to the apparent Item of Non-I compliance in the referenced Inspection Report.
" Technical Specification a.1.3.3.a.1 requires that thermal power be reduced to a maximum-of 60% of rated power, within 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />, when,a reed switch position indicator chan-nel is operable. ~
Contrary to the above, on June 29, 1977, during operation of the facility in mode 1 thermal power was not reduced belov,
60L for approximately 9 hours1.041667e-4 days <br />0.0025 hours <br />1.488095e-5 weeks <br />3.4245e-6 months <br /> when the rod 3 group 6 indica,-
tor channel was inoperable."
This occurrence was reported in our Licensee Event Report #LER 77-62.
As notet'. in that report, the cause of the violation was failure to anticipate the potential for equipment problems which retard power reduction to less than 60% in the requirad 8 houi time frame.
Initia1' corrective steps which were taken included verbally reprimanding the responsible individual and explaining the importance of adherence to the letter and intent of Technical Specifications."
