Box 15830 Sacramento, California 95813 Docket No. 50-312 NOTICE OF VIOLATION Based on the results of an NRC inspection conducted on October 4-9,_1976, it appears that one of your activities was not conducted in full compliance with NRC requirements as indicated below.
1.
Contrary to Technical Specifications 4.5.3 and 3.3.1.A 5, the decay heat removal system was not verified to meet the system leakage rate specification prior to reactor operation on August 29-30, 1976 following the repair of a decay heat removal pump seal necessitated by a failure of the system'to meet the allowable-leakage rate during the refueling interval test conducted on August 22, 1976.
