In accordance with Technical Specifications for Rancho Seco Nuclear Generating Station, Section 6.9.4.2d, and Regulatory Guide f')S 1.1.6, Revision 4, Section C.2.b.4, the Sacramento Municipal Utility i
's District is hereby submitting a thirty-day report of Reportable Occurrence 78-7.
On June 22, 1978, with the reactor in a cold shutdown condition, the operators noted frequent Makeup Tank volume changes. At that time the "A" Decay Heat Removal System was in service as well as the Makeup I,
Pump supplying seal injection for Reactor Coolant Pump seals.
A subsequent investigation revealed that the "B" Decay Heat Removal Pump had leakage from the outboard seal of approximately 1 - 2 gps.

leakage was in excess of the 0.63 gph allowed per Technical Specification i
Section 4.5.3.1.
Since the "A" Decay Heat Removal System was already in service, the "B" Pump was valved out and placed under clearance.
Upon being valved out, the leakage stopped. Maintenance crews replaced the seal and the system was tested per Surveillance Procedure 203.05, Quarterly DHR System "B" Loop, with satisfactory results on June 23, 1978.
On June 25, 1978, the system was tested per Surveillance Procedure 203.09, Decay Heat System Leakage Surveillance Test, again with satisfactory Z
results, and then declared operable.
The seal had been previously replaced in 1976. Maintenance was performed on the pump due to a gasket leak (Reportable occurrence 76-13).
j To facilitate the replacement of the gasket, the seal had to be removed.
Af ter the gasket was replaced and a new seal installed, the new seal leaked. The seal was then re=oved and replaced with another.
The second

h Mr. R. H. Engelken June 28, 1978 The pump is a single-stage, 3000 gpm centrifugal pump manufactured by_ Babcock & Wilcox, Canada. The seal is a " John Crane" type 13 4-1/4 in, shaf t seal manufactured by Crane Packing Co., Ltd.
There was no plant transient associated with this occurrence.
