l INSPECTION PLAN INITIAL QUALITY ASSURANCE INSPECTION SACRA) ENTO MUNICIPAL UTILITY DISTRICT RANCHO SECO UNIT NO.1 (DOCKET NO. 50-312)
BACKGROUND l

SHUD is currently constructing Unit No.1 (Docket No. 50-312) at the Rancho Seco. site. SNUD has hired Bechtel as an extension of their own Engineering Department to act as the Architect Engineer for Rancho Seco. SNUD has contracted to purchase the nuclear steam supply systems for U it 1 from n
Babcock sad Wilcox.
PURPOSE The purpose of the initial Quality Assurance (QA) inspection is to obtain objective evidence concerning SHUD's and Bechtel's QA activities concerning design and construction of the nuclear power plant.
The inspection is not intended to constitute, in any area, a subjective evaluation of the adequacy of the QA program. Such an evaluation will be made at a later date, based on the findings of the inspection, and the results will be communicated to SMUD in a separate: meeting. All participants are cautioned to bear this in 3
mind and avoid giving any subjective impressions to the licensee, either by direct comment or by the tenor of questions.

- SMUD has provided a 'sunmary description of their QA program in a letter to DRL' dated November 13, 1969. The program has been formulated with the intent
- to comply with the requirements outlined in the proposed AEC QA Criteria, Appendix B to 10 CFR 50.
^ Mute described program has not yet been accepted by DRL. However, in accordance with proposed PI 4000, our inspection effort will mainly be directed towards determining how SMUD has 'or plans to implement the described program and include a cross check to verify that the program conforms to the intent of-the AEC-proposed criteria. To accomplish this end, the inspection is intended.to examine the extent to which SMUD's program has been implemented and, where not yet implemented, the extent to which specific plans and schedul's have been developed for future use.

' b Where sufficient evidence has been accumulated to give a clear understanding of the present program in effect, the inspector should proceed to.other
_ areas to provide maximum coverage of the particular criteria assigned for review. Responsibilities of the individual team members for the criteria they are to cover-are 11sted below. However, where procedures or plans have not as yet been formulated, determine the licensee's understanding of the cmmaitments (contained in the summary description of the QA program), either by examples or by specific plans and schedules for implementation.
The inspection effort will only encompass SMUD's and Bechtel's QA program since B&W was inspected in December, 1969. The inspection will be conducted at SMUD's home office 'in Sacramento, California, Bechtel's office in Vernon, 3
California, and the Rancho Seco site. The dates of inspection have been setLfor January 12-16, 1969.

report should treat in turn each criterion assigned and include a brief suamery of the areas ~of. the QA program inspected, objective evidence found, and a more complete discussion of areas of apparent weakness disclosed by the inspection. A list of ene name, title, and corporate affiliation of each individual actually worked with in the inspection should be appended. - The report should incorporate the inspection effort and findings for all organizations inspected.

J. B. Henderson, giving the inspector's subjective opinion on (1) findings of the inspection, and (2) conduct of the inspection, including recommendations for improvement of future inspections. These reports are envisioned as being only a few pages in length, unless significant deficiencies are found in the licensee's program. The reports will be assembled and transmitted to CO:HQ as a single inspection report. A detailed format for the report will be given to each inspector at' the pre-inspection conference. In general it will follow the outline used in previous inspections of this type.

1 Nun format of this report is not important, so long as the information is complete, and the report is legible and understandable. Do not waste time on " editorial' polish" for this report.
PRE-INSPECTION CONFERENCE A pre-inspection conference will be held at Region V at 8:30 a.m. on January 9, 1969 to finalize plans for the inspection. This conference will be attended by all members of the team and at that time the details of the inspection will be discussed. An odeline for the inspection and subsequent reports will' be presented to each team member.
