DOCKET NO. 50-312 The attached report is a summary.of the information gathered during the initial QA inspection of the Sacramento Municipal Utility District (SMUD) and the Vernon Division of the Bechtel Corporation during the period of
. January 12-14, 1970.
The inspection team found that SMUD and its architect-engineer, the Vernon Division of Bechtel Corporation, have developed and implemented a QA program which essentially meets the general intent of the AEC's proposed Appendix B to 10 CFR 50. The program has undergone a significant transition during the past six months, and further improvements can be anticipated.
It should be recognized that SMUD r6ceived its construction permit in October,1968, prior to development of the AEC Criteria on Quality Assurance As a result, some of the preliminary work was not subjected to the same QA requirements of current and future work. Efforts appear to be in progress to bring the QA requirements on work already under contract up to the current requirements whenever possible. In line with this the inspectors found that the SMUD contract for the NSSS, which was awarded prior to implementation of SMUD's QA program, does not include QA provisions that meet the proposed Appendix B to 10 CFR 50 Negotiations between SMUD and B&W are in process to correct this deficiency. A follow-up audit of this aspect of the program will be made by the assigned inspector to evaluate the extent to which the NSSS contract complies with the proposed criteria.

- In the opinion of the inspection team, SMUD and Bechtel have both acquired well-qualified QA engineers, to direct the QA efforts for the' Rancho Seco plant. These QA engineers appear to have the required qualifications, authority, and organizational independence to carry out the quality assurance functions.-
