Appendix A of your letter states:

A.

Contrary to your commitment as part of the Posteriticality Test Program in Section 13.5, Item 8, of the FSAR, the Turbine / Reactor Trip Test at 100% power has not been conducted nor has a schedule been established for conducting this test.

SMUD Reply to Item A:

The Rancho Seco Unit I'Startup Program has encountered several long and serious delays. The turbine repair necessitated a six-month outage between July and December 1975 and the subsequent main generator problems delayed the startup testing an additional eight months. Since mid-October 1976 to the present, Rancho Seco has been operated at or near I

peak power output in order to conserve the water shed that SMUD has stored in their hydroelectric projects. At this time, the hydroelectric storage l

1s less than four days power production for the District's customers.

Needless to say, every shutdown at the Rancho Seco unit greatly depletes j

this backup storage capacity and the District would like to limit unneces-sary shutdowns because of the increasing severity of the drougne conditions and lack of potential runaff to refill the reservoirs. An automatic reactor trip test was accomplished on January 13, 1977, a few hours after the reactor inspectors left the plant site. The data is being evaluated and prepared for publication in the. forthcoming Startup Report.

l Pending a positive response from NRC Licensing to conduct the three I

year tendon surveillance test during the October-November 1977 refueling outage, the turbine trip t.est has been scheduled for March 11, 1977. On j

this date the turbine will be manually tripped and all the transients followed to assure they stay within the required limits. This final test will complete.all the testing required to' complete the Rancho Seco Startup Program.

Thesa corrective actions will bring Rancho Seco in full compliance with your audic finding.
