The Cocnission has issued the enclosed Amendment No.13 to Facility Operating License No. NPF-3 for Davis-Besse Nuclear Power Station, Unit No.1. This amendment will be effective 20 days af'.er the date of this letter, unless you infom us in writing prior to that time that you do not agree with this ccurse of action, including your reasons.
This amendment revises the requirements for nonroutine environmental operating reports to make them agree with Regulatory Guide 4.8.
We have evaluated the potential for environmental impact of plant opera-tion in accordance with the enclosed amendment. The amendment applies to administrative details. We have detennined that the amendment does not authorize a change in effluent types or total amounts nor an increcse in power level, and will not result in any significant environmental impact. Itaving made this determination, we have further concluded that the amendment involves an action which is insignificant from the stand-point of environmental impact and pursuant to 10 CFR 5 51.5(d)(4) that an environmental impact statercent, negative declaration or environmental impact appraisal need not be prepared in connection with the issuance of this amendment.
Since the amendment applies only to administrative details, it does not involve significant new safety information of a type not considered by a previous Cosmiission safety review of the facility.
It does not involve a significant increase in the probability or consequences of an accident, does not involve a significant decrease in a safety margin, and therefore does not involve a significant hazards consideration. We have also con-cluded that there is reasonable assurance that the health and safety of the public will not be endangered by this action.
