S. Nuclear Regulatory Comission (the Cocnission) has issued Acendment No.13 to Facility Operating License No. NPF-3, issued to the Toledo Edison Company and the Cleveland Electric Illuminating Company, for operation of the Davis-Besse Nuclear Power Station, Unit No.1 (the facility) located in Ottawa County, Ohio. The amendment is effective 20 days after its date of issuance, unless the applicant informs the Cornission in writing prior to that time that he disagrees with this course of action.

The amendment revises the requirements for nonroutine environmental operating reports to make them agree with Regulatory Guide 4.8.

The amendment complies with the standaros and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate findings as

.g required by the Act and the Comission's rules and regulations in 10 CFR Chapter 1, which are set forth in the license arandment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR f 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
