!uclear Regulatory Cornission (the Comission) has issued tendment ?io. I to Facility Operating License "o.

NPF-3, issued to the Toledo Edison Company and the Cleveland Electric Illuminating Comnany, which revised Technical Specifications for operation of the Davis-Besse f uclear Poucr Station, Unit No.1 (the facility) located in Ottawa County, Ohio. The amendment is offective as of its date of issuance.

The amendrent permits decay heat removal train cumo s'.sitching ocerations for the purpose of testing in facility operational " odes 3, 4 and 5.

The application for the amendnent complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Cocnission's rules and regulations. The Comission has made approoriate findings as required by the Act and the Cornission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendnent does not involve a significant hazards cori' ideration.

The Commission has detemined that the issuance of this anendment will not result in any significant environmental imoact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement, or negative declaration and environmental impact appraisal r.eed not be prepared in connection with issuance of this amendment.
