Ce a= enc.7.ent is ofiective as of the cata et 13.suance.
N:encriant No.11 censists of changes to the Tecnnical 3:ecifications in resycnse to your a;:clicaticas dated April 10, 1978, anc aay 14, l'373, as cupolecentec.
A;..cnc ent No.11 revises the Technical Specification cn the citea Heriin to reflect an increase in tne observed rasctor coolant systea ficw rat'a.
.ie have cetermined that tne actual reactor coolant system ficw rate exceecs tne cesign flow rate by an a=ount sufficient to ccceensate for the additicini flew rargin required to address the CUSR penalties as specified in Liccnse Concition.C.(3)(i).
Tnerefore, we find tnat License Candition 2.C.(3)(i) is no icnger necessary ano License Condition 2.C.(3)(i) is hereoy deleted from Facility Operating License :iPF-3 effective as of the date of issuance of Ame:rcent ;;o.11.
In addition, we have determined tnat the actual excess reactor coolant flow rate is acequate to ccapensate for the increased bypass flow orought aoout by the removal of all curnacle poison rod assemblies and all but two of the orifice rod assemblies.

itledo Edison cor@any Also, we find that the modifications which you have proposed for the bola c.own ::cchanisms and the two orifice rod asse::clies remaining in the core as prir.sary neutron sources provide reasonanle assurance that these tw meditied orifice rod asaer.clics will pose no significant safety concern for use at Davis Gessa, Unit 1 for the duration of the first fuel cycle.
As ciscussed previously with you, we determined that your prooosed oower ascension testing program for tne renoval of the burnacle poison rod asser.clics and the orifice rod assetaalies should ce augmented witn certain additional tests curing the initial startup and power ascension test program for Davis Besse, Unit 1.
He find your cocnit ents as soeci-fied in your letters of June 8,197s, and June 13, 1978, for performing tne adcitional tests whicn we have rec;uestec to be acceptaole.
Ba:cd on cur review and evaluatica of your application with surocrting analyses, we fird that the Davis Besse :iuclear Power Station, Unit 1, can de ocerated safely during the re. aining portion of Cycle 1 without burnacle poison rods and witn two eccified crifice roa asserolies at tha rated power level of 2772 Megawatts-tiurmal. The revised Tecnnical J;.ucifications necessary for safe operation are provided in Aaenc=ent uo. 11.
Anally, ycur recuested Technice w ification change, unrelated to tne core modifications, regarding a Mge in the darm setpoints on cucarant tilt has oeen found to ce accootaole. Tnis rev. sed Tecnnical Specification is also provided in Amendnent :;o.11.
We nave determined enat Ai.rdment No.11 does not autnorize a enange in r
effluent types or total a. cunts nor an increase in power level and will not result in any significant environmental is:cact. Having sace tnia cetermination, we have further concludec that the acendment involves an action whicn is insigniricant frc:t the standooint of environmental incac,
and purauant to 10 CFR 3ection 51.S(d)(4), tnat an environ:mntal i==act stacament, or negative ceclaration and environacntal ignet aopraisal neej not ce prepared in connnection with the issuance of this amenoment.
