ISSUANCC OF AMENDil.NT NO. 9 'IO FACILITY OPSATING LICOTSE iO. aPF-3 EOR DAVIS-3 ESSE NUCLEAR POWER STATION, UNIT NO. 1 The Guclear Pegulatory Cornaission has issued the enclosed Amendment No. 9 to Facility Operating License No. NPF-3. Amendment No. 9 consists of changes to the Technical Specifications in response to your request datad December 12, 1977.
This amendment revis's the Technical Spcifications to Facility Operating License Go. NPF-3 to incorporate limiting conditions for omration and surveillance requirements for existing fire protection systems and ad1tinistrative controls. The enclosed Technical Speci-fications have been somewhat modified from those proposed in your December 12, 1977 submittal. These interim Technical Specifications, as modified and agreed to by your staff, shall become effective 30 days af ter the date of issuance of Amendment No. 9.
Tne 30 day period of time is provided in order that you may modify procedures to conform with the details of the enclosed interim Technical Soecifications and to complete any required personnel training where necessary.
One requirement that was not agreed to by your staff relates to the i
minimum size of the fire crigade.
In your sutmittal of Decemcer 12, 1977, you recommended a minimum size for the fire 'origade as two persons.
Subsequent to your Cecetter 12, 1977 sudaittal, you ccdified the minimum size of the fire brigade to three persons. As discussed in our Safety Evaluation, we have concluded that the minimum size of the fire brigace should be five persons.
In order to achieve expeditious i::ulementation of the fire protection pecgram, the Technical Specifications being issued at this time scecify a minimum number of three for the ensite fire brigade menters as you prooosed. Hcwever, you are requested to let us know within 20_ Jays whether a requiretrent of a minimum fire brigade size of five is ob;ectionaole.
