This refers to the inspection conducted by Messrs. Naidu, LeDoux, and
Erb of this office on July 29-31, 1975 of activities at Davis-Besse
Nuclear Power Station Unit 1 authorized by NRC Construction Permit No.
C7PR-80 and to the discussion of our findings with you and Messrs. Iiovah
and Lenardson of your staff at the conclusion of the inspection.

A copy of our report of this inspection is encioned and identifies the
areas e:macd during the inspection. Within these areas, the inspection
consisted of a. selective ex=ination of pro:edures and representative
records, interviews with plant personnel, and observations by the inspectors.
During this inspection, it was found that certain of your activities
appear to be in noncompliance with NRC requirements. The item and

reference to the pertinant requirmants are listed under Enforcement
Action in the Sumr ary of Findings Section of the enclosed inspection
i
report.
This notice is sent to you pursuant to the provicions of Section 2.201
of the NRC's " Rules of Practice," Part 2, Cihla 10, Code of Federa .
Regulations.
Section 2.201 requires you to submit to this office within

explanntion in reply, including-
