Dear Mr. Rusche:
Pursuant to 10 CFR 50 5 50.90, please find attached proposed changes to the Oconee Nuclear Station Technical Specifications. The purpose of these revisions is to assure operation of the Oconee Unit 2, Cycle 2 core within applicable fuel design and performance criteria. Proposed changes are shown in Attachment 1 as replacement pages for the Oconce Nuclear Station Technical Specifications:
2.1 Safety Limits, Reactor Core 2.3 Limiting Safety System Settings, Protective Instrumentation 3.5.2 Control Rod Group and Power Distribution Limit 3.11 Maximum Power Restriction Also attached is Babcock and Wilcox Report BAW-1425, "Oconee Unit 2, Cycle 2 Reload Report". This report includes a sunnary of Cycle 1 operating parameters, and contains safety analyses supporting the operation of the Oconee 2, Cycle 2 core at rated power in accordance with the Technical Specifications provided.
An analysis is also provided to justify removing the restriction of Specification 3.11, " Maximum Power Restriction".
Certain data contained on Pages 4-5 and 4-6 have been obtained from independently conducted studies investigating t' adding creep collapse. This data is not available in the open literature,
.9 disclosure would provide knowledgeable individuals with information which might impair Babcock and Wilcox's competitive position in this area. This data is included in.
It is requested that this data be withheld from public disclosure pursuant to 10 CFR 2, 5 2.790.

.In a January 28, 1975 letter, a description of a program to irradiate two Mark C (17x17) demonstration fuel assemblies in Oconee Unit 2, Cycle 2 core was provided. Babcock and Wilcox report BAW-1424, " Irradiation of Two 17x17 Demonstration Assemblies in.0conee 2, Cycle 2" was provided which describes the mechanical, nuclear and thermal hydraulic characteristics cf the tuo demonstration ~ assemblies and demonstrates the compatibility of these two assemblies with the standard Oconee 2 fuel assemblies.
Subsequent to that submittal, the_ core loading diagram has been revised and is shown correctly in BAW-1425. This revision of the core loading diagram does not affect the analyses which appear in BAU-1424, and the conclusions rea;ned remain valid.
Please note that Oconee-Unit 2 is scheduled to begin Cycle 2 operation on May 30 -1976.
Accordingly, your prompt review of these proposed revisions is requested.
