By the enclosed letter dated March 22, 1976, Duke Pcver Ccepany (DPC) requested an exemption to 10 CFR 50, Appendix H to allow the continued operation of Oconee Unit 3 4
Cycle 1 with the reactor vessel surveillance capsules removed.
DPC also requested appropriate Technical Specification' changes to reflect the removal of the surveillance capsules and to provide a revised capsule with drawal schedule prior to Cycle 2 operation.
You are requested to review DPC's exemption request and determine if proper consideration has been given to the safety questions involved.
Due to the scheduled restart of Oconee Unit 3 on April 10, 1976, your prompt review of this item is requested.
