Box 2178 Charlotte, North Carolina 28201 Gentlemen The Atomic Energy Commission staff evaluation of environmental impacts from operation of the Oconee Nuclear Station, Unit 1, has been based in part upon information provided by you to the effect that chemical and thermal discharges into the Hartwell Reservoir and into Lake Keowee should not have a deleterious effect on the aquatic life in those bodies of water, in addition, the staff has identified certain potential environmental impacts where adverse effects are not expected to be large, but where predictions and estimates need to be verified by monitoring and the evaluation of actual operations and the ensuing environmental changes should they appear.

In order to provide adequate protection of the environment, it is requested that Duke Power Company prepare the necessary non-radiological technical specifications and bases for inclusion in Appendix B of the Oconee Nuclear Station operating license. The technical specifications should address the areas discribed in the enclosure to this letter.

So that we may maintain our licensing review schedule, we will need to receive your submission not later than August 7, 1972. Your proposed specifications should be submitted as three signed orig-inals and 25 additional copies.

Monitoring and surveillance programs should be further developed for the following purposes:

Establishing an adequate baseline for subsequent evaluation of thernal and chemical effects of plant operation on the terrestrial life on and near the station and on the aquatic life in Lakes Knowee, Jocassa and Hartwell.

2.

Implemention during plant operation to document the thermal and chemical effects on the ecosystem, both terrestrial and aquatic.

Special attention should be directed to continuing the study and evaluation programs already underway and to defining new programs to allow assessments to be made of the effect of plant operation on the aquatic species in Lake Keowee.

E.

In addition to defining the basic elements of each monitoring and surveillance program, the overall scope and extant should be given.
