January 21, 1972 L. Manning Muntzing Director of Regulation JANUARY 18 MEETING WITH CEQ AND EPA REPRESENTATIVES ON OCONEE DRAFT ENVIRONMENTAL STATEMENT:

ACTION ITEMS I have reviewed your January 19 memorandum outlining the agency positions and agreements reached at the subject meeting, and wish to call to your attention several items requiring immediate staff consideration.

To ensure the agreements reached at the January 18 meeting will serve to shape EPA reaction to future AEC environmental statements, it is important that AEC follow through on its commitments to CEQ and EPA as quickly and thoroughly as p'ossible.

An enumera-tion of these commitments, together with my comments, follows:

1.

Additional information requested by EPA -

Every effort should be made to obtain as quickly as possible the information requested by EPA, particularly on seasonal temperature variations of water and the biota to be affected--such information should appear in subsequent AEC environmental statements; 2.

Accident analyses - Since the period for public comment on the December 1 proposed rule will be coming to a close shortly, staff should be developing a plan for expediting AEC consideration of its quantitative refinement; 3.

Transportation - Staff should prepare for early issuance its report on transportation accident probabilities and consequences, and the AEC/ DOT regulations for shipping containers should be provided to EPA for its review and connent.
