i The subject T/S states that the Station Review CommitMe (SRC) shall
" review all new procedures or changes to existing procedures determined by the station superintendent or his designate to affect operational

l safety." The license interprets this T/S to be without a specified i
j timo period. In fact, our recent inspection effort revealed that 55 procedural changes having safety significanco had been reviewed by the i
SRC froa 3 days to 17 months after implementation.
It is our understanding that new procedures and changes to procedures which affect nuclear safety should be reviewed and approved by the licensee prior to implementation. This understanding is consistent with regulatory policy established in standard technical specifications.

We plan to enforce our understanding of this requirement during subse-l quent inspections and will inform the licensee of this position.
