Dear Mr. Moseley:

Oconee Nuclear Station Appendix B Technical Specification 1.23 requires that all water discharged from the plant site have a pil between 6.0 and 8.5.

On July 26, 1975 at 0930, a routine sample of the yard drains indicated a pH reading of 9.4.

A search was ic=ediately initiated to deterrdne the source of the increased pH.

The yard drains were within specification by 1630.

The cause of the high pH in the yard drain was a result of a leak in the discharge pipe from the water treatment room sump pump.

This caused caustic vscer to leak into a drainage ditch which drains to the storm drains and subsequently to the yard drains.

It was deternined that the discharge valves froci the waste treatment roon su=p pump to the waste water collection basin had been shut causing the amount of leakage from the discharge pipa. to the drainage ditch to increase significantly. No apparent reason has been determined for the discharge valves being shut.

A work request has been initiated to replace the water treatment roon suzp pucp discharge pipe. The discharge valves to the waste water collection basin have been tagged to require Chemistry Department notification prior to operation of the valves.

These actions should prevent recurrence of this incident.
