Oconee Unit 1, Seneca, South Carolina Identification of Occurrence: Reactor Building cooling unit inoperable due to failure of valve, 2LPSW-lS Conditions Prior to Occurrence: Unit at 55 percent full power Descripcion of Occurrence:

On July 7, 1977, the "lA" Reactor Building Cooling Unit (RBCU) was declared inoperable when valve ILPSW-18, the "lA" RBCU outlet valve, failed to operate following a periodic test. The valve was repaired and the RBCU returned to service within 15 hours1.736111e-4 days <br />0.00417 hours <br />2.480159e-5 weeks <br />5.7075e-6 months <br />.

Apparent Cause of Occurrencq:

The valve failed due to mechanical failure of the torque switch apparently due to normal wear.

Analysis of Occurrence:

For the period of time during which the "lA" RBCU was out of service, both Reactor Building spray systems and the remaining two RBCU's were operable as required by Oconee Technical Specification 3.3.6.(d).

These systems have full heat removal capability in the event of an ES actuation and, therefore, it is concluded that the health and safety of the public were not affected by this occurrence.

Corrective Action:

The torque switch on valve ILPSW-18 was replaced and the valve was tested and returned to service.

It is felt that routine preventive maintenance and surveillance programs are adequate to detect failures of this type.
