e DUKE POWER COMPANY OCONEE UNIT 1 REPORT OF OVEREXPOSURE PURSUlJiT TO 10CFR20.405 On November 4,1974, during the refueling shutdown for Oconee Unit 1, it was found that one of the personnel participating in refueling activities within the Oconee Unit 1 Reactor Building received an internal exposure which ex-cceded the limits of 10CFR 20.103.
Exposure to the individual occurred while he was engaged in wrapping and moving reactor vessel internals handling equipment for storage.
This equipment has loose surface contamination as a result of i=mersion in the reactor vessel and fuel trans'fer canal water.
External contamination was found on the individual during the survey on exiting the Reactor Building.
A shower and saline nasal flush removed this external contamination. An initial body burden analysis was performed immediately after external decontamination to determine the extent of internal exposure.
Follow-up analyses vere also performed during the interval November 11-21, 1974.
Based on these analyses, it was calculated that the individual received a maximum dose of 732 millires to the lunn and c : ceded the airborne concentration limits of 10CFR20.103.
Activities associated with the storage of the internals handling equipment were iaproperly conducted under the provisions of a radiation work permit which was intended for general entry into the Reactor B.uilding only.
There is no evidence that the personnel involved in storing the internals ha2dling l
equipment applied for a radiation work permit specifically covering their l
activities.
Therefore, to assure against a recurrence, the Oconee Nuclear Station Manager issued on November 12, 1974 a letter which requires that health physics personnel be notified prior to cocnencement of any work which could cause airborne conta=ination.
In this event, face mask filters l
