Your letter of Pay 3,19745 uhich transmitted R0 ' Inspection Report Mos.
'50-269/74-3 and 50-270/74-2, requested that we describe those ac'tions
~
t:0.:an or planned to.improva the effectiveness of management control -
of the 0:onee health, physics program. The following actions are being taken:
1.
Closer coordina' tion and cooperation of general office and Oconee '
health physics personnel-is being developed. Also, more attention i
^
is being paiii' to properly info =11ng Duke parsonnel that support, for:n vigorous health physics. program nuts in Duke' nanageme6.t.
l
~
l 2.
Duties and responsibilities of health' physics personnel, both in the t
general office and' at Oconee, have been core c1carly defined.
3.
The Health Physics SeEtion at Oconee has' been reorganized into three sub-groups each headed by an Assistant Hkalth Physics l '
The basic l
Supervisor reporting "to the Health Physics Supervisor.
responsibilities ofJ the three sub-groups are:
'a.
-Counting Room" and Environ = ental Radioactivity Monitoring b.- Radiation Survaillance and Personnel Exposure Control c.
Support Functions Detailed job descriptions have been uritten for all supervicors in the O anae health physics section and for the health physics general of fice s%f f, which shows their technical direction,. support, and audit relationship to the' Oconee health physics, section.

The general office health physics staff will give increased directina' and technical support to the activitics of the station health physics section, including direct participation in design itaprovcennts and station nodificction's, increased revicu and audit functions of all aspects of radiation monitoring, survey and pprsonnel and exposure control; personnel qualific.ation and training, shutdo:m planning, and procedure uritin'3 at the station. Routine surnary reports of the radiological status of tha Oconee !!uclear S,tation are prepared for review and appropriate action.by Duke Power Company top r.anage=ent.
5.
As a result of canagacent', audits, additional classroom training, including demonstrations, hava been presented to Oconee naintenance, operations and other personnel on radiation and contamination control in preparation. for the naintenance shutdown of Unit 1 i
uhich began in early May.
In addition; the training and qualifi-cationbrogran for all healtli.phfsics technicians has been prepared by the gcneral office. health physics staff and is expected to be implccented prioi'to Juna'1.

Iljnh 1:adiation Arcan The audit noted that Roo:1 1;o.104 uns not posted as,a liinh radiation area.
Yiils room has been subsequently posted per 10CFR 20,203(c) (1), and control of the area han been established with an appropriate locking device. In ad:litio% plans are being made to install doors capabic of being loched in other roons in the Auniliary Building uhich could be high radiation areas..
Thiu would allow control to be established if control of these areas vare required by 100FR 20.203.
A Ictter has b'een cent to all statica supervisors bringing to their attention the probica of having doors to high radiation areas unlocked. This letter spec.ilically requires that all doors to high radiation areas be kept locked encept during personnel' catry.

I: valuating, Correctinn and Reporting Radiolonical Problees As noted in the cnit intervicw on March 22, 1974 a program for evaluating,.
correcting and reporting radiological problems has been initiated.
'Ihis progran includes the use of the llealth Physics Probica Report form uhich describes any problem noted by health physics personnel needing corrective action.
It requires that a reply.be made in' uriting to the health physics supervisor stating uhat corrective action vill be taken to preclude a repetitiion of.these types of problems.
Copies of these Health Physics
' Problem Report forcs are also sent to the Systen llealth Physicist for his infornation.
Personnel Survey Instruments The Pll-14 personnel. survey instruments ucre source checked ueekly and cali-brated quarterly..
A procedure has been written and a schedule has bcea prepared en response check these instruments daily to. verify operability.
This progras was initiated on March 25, 1974.
Ucalth Physics Procedures Uhile. document control meas'urcs were not established to control the issenace of health physics procedures, station nanagerant considers that the refieu and ' approval necessary, by Appendix B to 100FR50 vere given to these procedures.
. Administrative Procedure Mo.17 has been uritten and approved by the Superin-tendent on April 26, 1974 for control of health physics procedures.
This specifico provisions for approval of health physics procedures, revision of these procedurcs, standard procedure format, use of these procedures and revicu of coapleted procedurcs.
It is anticipated that all health physics procedurcs will satisfy the requirecents of this Administrative Procedur-by August 1,1974.

Process 1:adiation Ibnitor-Setpointo A procedure has been prepared and is in effect for a, ucchly routinn chech of radiation nanitors.
This applies to the process and arca radiation nonitora on each unit. The operator records the as-found and as-lef t setpoints on this chechlist and resets the alam setpoints as required...
Radioactive G2s Releases A change to OP/1&2/A/1104/18 was issuad during the inspection adding a caution to coordinate, gaseous wastie releases, as far as practicable, uith favorable neteorological conditions. An intrastation letter' was written to Operations personnel. explaining'this rcquirecent and the requirement was covernd in a Shif t Supervisors' neetieg held on April 18, 1974.

Huclear Safety Review Committee Technica5. Specification 6.1.2.2.h requires that the uitutes of all meetir.gs of the Euclear Safety' Revicu Co",ittee identify. documentary materid.c revicued.
In the llarch 1,1974 neeting, the radioactive, gas release incident of February 8',1974 uns reviewed during the station superintendent's presentation info =ing the con:mittee of,present status and past performance of the station since the. Inst USRC neeting. Furthemore, the committee obtains by routine circu-lation a11' station incident reports. Each nenber has the opportunity to discuss these. incident reports in detail at a committec neeting.
Incidest i

. Report U-il9; which fully describes the gas release, was c rcu ate all corr.aittee nc= bars in late February and early March,1974. An opportunity, therefore, vill be available to discuss the incident at the next USRC neeting, If the' iten is. discussed at the next neeting, the if any neeber so desires.
ninutes vill docusent that discussion and reference all documentary caterial..
Posting Kotice of Violations A nachanisr2 has been established at Oconce for posting notices required by 100PR19, and was put into effect during the RO audit.-
