We have reviewed R0 Inspection Report 50-269/74-5 submitted by your letter of August 14, 1974.

While we have attempted to take timely action in the past, we can see your concern about our corrective actions. The following programs should improve the timeliness of corrective action and prevent recurrence of incidents such as the item described in Paragraph II.A.I.

Instructions for handling modifications of station safety-related structures, systems, and components are currently being revised, As a result of this revision, a Priority 1 classification will be assigned to modifications which are necessary to meet regulatory requirements or to comply with the conmitments made to regulatory organizations.
This is the same priority assigned to modifi-cations which are necessary to assure nuclear and personnel safety or which are necessary to prevent shutdown of a unit or extension of a unit outage. These revised instructions will be implemented prior to January, 1975 2.
A management study of the Steam Production Department organizational structure utilizing outside consultants has been underway for the last nine months.
Reorganization of.the Steam Production Depart-ment will be implemented October 1,1974. This reorganization will result in improved General Office support of station activities, as I
well as improved handling of matters within the station.

i-Mr. Norman C. Mose'..:y Page 2 September 9, 1974 Your staff has requested information concerning the determination of alarm setpoints for the station area and process radiation monitors.
The process monitor alarm setpoints are set at 3.1 x background as read from the monitor.
The " alert" setpoint which accomplishes automatic action, if any is associated with the monitor, is set at 10 x background value.
Exceptions to the general rule are RIA-33, -34, -37, -38, -45, and -46, whose setpoints are specified in the operating procedures for liquid and gaseous disposal.
All area radiation monitor alarm " alert" setpoints are set to 1.6 x background levels and the high alarm setpoints are 10 x background levels.
Additional information has been requested concerning the target date for resolution of problems existing with the monitors, Process monitors RIA-33 and -34 are to be moved to the turbine building floor and dual chambers will be installed so that one can be decontaminated while the other is being used.
This modification is expected to be completed by November 15, 1974. A collimator will be installed in RIA-37 and RIA-38.
This modification should be completed by November 15, 1974. The pre-filter in RI A-44 and RI A-48 will be relocated upstream from the detector to improve the background problem. This modification should be completed by November 1, 1974.
With regard to RIA-43 and RIA-47, investigation is continuing to resolve the gamma interference problem.
Since there is no equipment available commercially, an in-house development program has been initiated; however, a date for resolution cannot be given at this time.
In the meanwhile, manual sampling will continue.
