28201 Centle:nen It is our understanding that because of caterials delivery problems, the high energy-line break redifications, described in your April 25, 1973 report and its June 22, 1973 supplement, have not been cocpleted on Oconce Units 1 and 2.
You have kept us inforned with regard to the status of materials, particularly the acquisition of critical valves for the emergency feedwater bypass piping.
Recently, you informed us by phone that you were abic to requisition two of the required feedvater bypass valves from two of your other plants, indicating that modification to two Oconce plants can now be completed.
The purpose of this letter is to state our position with regard to the cocpletion of the three Oconec Units.
Unit i nodifications should be completed as soon as practical and prior to startup following the next unit shutdown for maintenance.
Unit 2 modifications should be completed prior to startup following the currrat shutdown for pump and internals inspection.
Unit 3 codifications should be completed, as originally scheduled, prior to unit startup which is interpreted to mean prior to proceeding abova 5: full power.
