Based on the results of the NRC inspection conducted on June 26-20, 1978, it
appears that certain of your activities were not conducted in full co=pliance
with NRC regulations and License Conditions as indicated below. These items
have been categorized as described in our correspondence to you dated
December 31, 1974.
Criterion V, of Appendix B to 10CFR50 as implemented by commit-
'
ments set forth in the DPC Topical Report, Duke-1-A, Section
17, Paragraph 17.1.5 specifies in part that activities affecting
quality shall be accomplished in accordance with the require-
ments i= posed by instructions, procedures and drawings.
Oconee
Nuclear Station Directive 3.6.l(M), " Welding Program," paragraph
7.2.5.1 specifies that, "all material shall be consu=ed in the
weld process or shall be returned to the issue station..."

Contrary to the above requirement on June 27, 1978, the inspector
observed a substantial quantity of bare wire stainless steel
electrodes scattered on the floor of the low pressure cooler room.
Welding had been performed earlier in this area.
This is an infraction.
RESPONSE
The management of Oconee Nuclear Station has taken the following actions to
the immediate proble= with regard to welding material control and to
correct
prevent its recurrence in the future.
All personnel, including maintenance unit coordinators and supervisors,
'
quality assurance inspectors, welders and their immediate superviscrs have
been notified of the infraction and instructed to review Station Directive
'
3.6.1.
The appropriate personnel have been warned that disciplinary actions
will be taken for any future violation.
The actions that are considered te
be violations in this case have also been explained to these personnel.

Gentlemen:
This refers to the inspection conducted by Mr. N. Economos of this office on
June 26-29, 1978, of activities authorized by NRC Operating License Nos.
DPR-47 and DPR-55 for the Oconee 2 and 3 facilities, and to the discussion
of our findings held with Mr. J. E. Smith at the conclusion of the
inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report. Within these areas, the inspection consisted of
selective examinations of procedures and representative records, interviews
with personnel, and observations by the inspector.
We have examined actions you have taken with regard to previously identified
enforcement matters. These are discussed in the enclosed inspection report.
During the inspection, it was found that certain activities under your
license appear to be in noncompliance with NRC requirements. This item and
references to pertinent requirements are listed in the Notice of Violation
enclosed herewith as Appendix A.
This notice is sent to you pursuant to the
provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations. Section 2.201 requires you to submit
to this of fice, within 20 days of your receipt of this notice, a written
statement or explanation in reply including:
(1) corrective steps which
have been taken by you and the results achieved; (2) corrective steps which
will be taken to avoid further noncompliance; and (3) the date when full
compliance will be achieved.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the
enclosed inspection report will be placed in the NRC's Public Document Room.
